As Senior Vice President of MHS’ Alcohol and Drug Services Division, Richard is responsible for bringing division and programs in on budget while providing cutting edge, client-centered services. He actively engages in business development including diversifying funding and profitable growth. Richard’s prior responsibilities at MHS included expanding the organization’s capacity to meet housing needs for individuals and families served in agency programs. He provides administrative oversight for more than 400 beds serving homeless persons suffering from severe mental health disorders as well as women and families affected by substance abuse and mental health issues. Richard led MHS’ effort to develop housing opportunities for clients of the NorthStar and CenterStar ACT programs in San Diego County. The programs focus on adults with severe mental illness and criminal justice involvement. His extensive background in social services includes housing acquisition and rehabilitation, community development, clinical practice, political advocacy, research, program design and evaluation. His professional affiliations include the National Association of Social Workers, San Diego Regional Continuum of Care Council on Homelessness, California Co-occurring Joint Action Council-Housing Subcommittee and the California Perinatal Treatment Network.
