MHS’ Corrections and Rehabilitation Division offers in-prison services to 1,500 women and men each year in California. We recognize that corrections clients have complex needs, with histories of substance abuse and criminality, plus mental and physical health problems. Our mission is to help clients learn to live free of substance abuse and criminal activity by addressing each of these areas.
MHS is known for its breakthrough treatment strategies, developing such programs as Forever Free at the California Institution for Women. It was the first of its type for incarcerated women in California. Additionally, MHS’ parolee services include the Female Offender Treatment and Employment Program (FOTEP) and Substance Abuse Services Coordinating Agency (SASCA) providing services from San Diego to Sacramento. Our parolee services provide case management to over 3,000 parolees
every year.
These programs enable clients to reclaim their lives and become productive members of society. The reduction in criminal behavior results in fewer crime victims and incarceration cost-savings that are greater than the programs' cost. Of the clients who use MHS’ in-prison and parolee services, the rate of reincarceration has dropped to 25 percent from 70 percent.
