Mental Health Systems began operation with an adult psychiatric day rehabilitation program that opened in 1978. Since then, the division has grown to include more than 16 programs in San Diego and San Bernardino counties.

The goal is to operate community-based programs that move clients away from restrictive treatment environments to productive lives in the mainstream. The emphasis centers on clients managing and over-coming the effects of mental illness and other co-occurring disorders.

MHS programs include vocational placement, homeless outreach, case management, CalWORKs, employment readiness, mental health court, dual diagnosis treatment, community outpatient clinics and psychosocial rehabilitation centers. Recent services include:
Biopsychosocial rehabilitation in three North County San Diego cities
A consumer-run clubhouse for mentally ill adults in Escondido, maintained and administrated by those who are enrolled in the program
Proposition 36 diversion services for nonviolent drug offenders with co-occurring substance abuse and mental health disorders
An outreach and case management program for homeless individuals in the city of San Bernardino
Sober living housing for individuals with co-occurring disorders in East County San Diego
Outpatient treatment for dually diagnosed ex-offenders
