Howard Foster has been the program manager for a number of MHS programs, including the Substance Abuse Services Coordinating Agency (SASCA), our Parolee Partnership Program and the Prop 36 Assessment Center, and MHS North County Center for Change a Drug Court Program. He holds certifications from the California Association for Alcohol and Drug Educators (CAADE), California Association for Alcohol and Drug Counselors (CADAAC), UC San Diego School of Medicine Department of Psychiatry Forensic Addictions Corrections Treatment (FACT) and California Association of Drinking Driver Treatment Programs (CADDTP). Howard has worked in the field of AOD counseling for the past 15 years. In addition to his roles as a program manager, he’s served as a supervisor for an in-prison substance abuse treatment program and as a recovery advocate for the SASCA Case Management Program.
