As Mental Health Systems’ Executive Vice President, Philip Hanger is responsible for oversight of all MHS clinical divisions. A licensed psychologist, with specialization in neuropsychological and forensic assessment, Dr. Hanger spent 10 years working in the field of neuropsychology within rehabilitation clinics in Florida before relocating to San Diego. Following his move, Philip was program manager of what is now MHS’ Families Forward program. Subsequently, he was hired by the County of San Diego as Assistant Deputy Director of Forensic Mental Health Services. In this role, he provided administrative and clinical oversight to forensic and court-based services for adults, adolescents and children within San Diego County’s mental health systems of care. He went on to serve as Director of the Office of Health Systems Innovations. This Office is responsible for enhancing collaboration and communication throughout the health related efforts of the Health & Human Services Agency and the community. Its goal is to improve the quality, access, and efficiency of healthcare. During his tenure in this position, Dr. Hanger also served as lead in planning for services through the State’s new Mental Health Service Act (Proposition 63).
