David Conn is in charge of the programs and staff that make up MHS’ Corrections and Rehabilitation Division. His responsibilities include clinical and administrative oversight and support, budgeting, and business development including diversifying funding, profitable growth and program portfolio development. Prior to being promoted to senior vice president, David was a Criminal Justice Division Manager at MHS.

The Division includes MHS’ Forever Free program, opened in 1991 at the California institute for Women. Forever Free was the first in prison substance abuse treatment program for women in the state. For more than 18 years, this MHS program has provided gender-responsive, trauma-informed services to incarcerated women.  Forever Free is also nationally recognized for its effectiveness and is listed in SAMHSA’s National Registry of Evidenced Based and Promising Practices (NREPP).  Other programs include: Female Offender Treatment and Employment programs that provide gender-responsive, trauma-informed substance abuse services to female parolees and their children; Female Rehabilitative Community Correctional Center, which provides wrap-around services to incarcerated females; and the Substance Abuse Services Coordination Agency which case manages thousands of parolees every year.

David is an officer of the California Therapeutic Communities and a member of the American Correctional Association.
